ICRP Main Commission Meeting

1996 November 4-8 Paris, France

The Commission agreed that work on the CD-ROM package containing dose information from intake of radionuclides of elements in ICRP Publications 67, 68, 69, 71 and 72 should continue. The Commission confirmed that only the results, not software would be approved.

The Commission also agreed that creating CDs with previous publications were not required at this point in time.

The new catalogue of ICRP publications will incorporate appropriate classifications according to degree of validity vs requirement to be revised.

The Commission agreed that the Chairman should write to Elsevier Science to terminate the contract in favor of OUP by ‘reasons of better terms’.

The Scientific Secretary “Hylton Smith” notified the Chairman that he wished to resign. An invitation was sent to Jack Valentin to succeed Mr. Smith.

The Commission received progress reports from the following committees:

C1 – Warren Sinclair reminded members of continued controversy of cancer risk at low doses. Recent information supported linear without threshold which was supported by Life Span Study of atomic bomb survivors. Satisfactory work progress was reported on dose coefficients for bone.
C2- Overall work progress was good with reports on schedule for revision of ICRP Publications. The INDOS report on Dose Coefficients for Embryo and Fetus from Intakes of Radionuclides by the Mother will be presented to the Commission for next year’s meeting.
In general feedback was positive and recommendations mostly were concerned with clarity and formatting. A request was made (and subsequently approved by the Commission) to set up a TG related to develop a model for dose from digestion of radioactive food.
C3 – Work on Dose to Patients from Radiopharmaceuticals was progressing well. Consistency with other ICRP publications was being taken into account.
C4- Work progress on all Task Groups was satisfactory. Work on Principles for Protection of the Public Against Chronic Exposure was discussed. A new Task Group was established to research decontamination and unexpected exposure from natural sources.

The following reports were reviewed by the Commission:

• Protection From Potential Exposure: Application To Selected Radiation Sources
• Biological Protection In The Disposal Of Radioactive Waste
• Genetic Susceptibility To Cancer
• Risk Estimation For Multifactorial Diseases

Of the aforementioned reports, the 1st and sections 1-6 of the 2nd were adopted.

Working groups were established to review recommendations for General Principles For The Protection Of Workers and Radiological Protection In The Disposal Of Radioactive Waste

Proposals by Committees on future work was proposed to the Commission:

C1- Cancer risk from low doses and radiation effects on different populations including the embryo
C2- Evaluating dose to embryo from maternal radionuclides, and developing models for human radiation protection (Alimentary tract) and dose estimation purposes
C3- radiation protection in Nuclear medicine for doctors
C4- Collective dose and radiation protection of waste disposal

Membership of the Main Commission was set after electing three replacement members as follows:
