ICRP Main Commission Meeting

1965 April 20-30 Stockholm, Sweden

The following members of the Commission announced their decisions not to stand for re-election: Professor H. J. Muller and Dr. R. S. Stone.

The Commission adopted proposals to ICRP Rule No. 2 to allow for Chairmen election before a meeting and to set membership of ICRP during each International Congress for service until the end of the succeeding congress. A draft report with the aforementioned amendments was sent to the International Congress of Radiology.

Extensive discussion regarding the ICRP’s relationship with other organisations (IAEA, ILO, UNSCEAR) was held and issues related to ICRP Recommendations were discussed and resolved.

The Commission received work updates from the Sub-Committees and made the following decisions:

C1 – The Commission suggested for Radiological Aspects of the Supersonic Transport and The Evaluation of Risks from Radiation to be published in a scientific Journal, to which C1 approved. The Commission approved proposals for the following TGs: Radiosensitivity of Different Tissues with Respect to Radiation Protection, Role of Spatial Distribution of Radiation Dose, and Radiosensitivity of the Tissues of Bone.
C2 - The Commission approved of the proposal to publish Review of Lung Dynamics in open literature. Review of the Physiology of the Gastro-Intestinal Tract was approved for publication. Approvals to establish TGs on Biological Effects of Radionuclides deposited in Bone, Metabolism of Plutonium, other Actinide and Rare Earth Elements, and their Compounds, and Revision of Commission’s Recommendations Concerning Radon, Thoron, and Their Daughter Products was approved by the Commission. Following a question by C2, the Commission decided to retain the term “maximum permissible” for controllable occupational exposure, and “dose limits” in the case of controllable exposures of members of the public. The proposal to use “modifying factor for bone” vs “relative damage factor” was approved.
C3 – The Commission approved publication of Protection against High – Energy Radiations in open literature. It was agreed that proper training of students is an important part of radiological protection, but should be done with minimum exposure.
C4 – The Commission approved to publish Evaluation of Radiation Doses to Body Tissues from Internal Contamination Due to Occupational Exposure in the C4 Report to the Commission. The Commission agreed to introduce more administration experts to C4 in order to ease implementation of Commission recommendation into national legislature.

The Commission agreed to meet once every year and to meet with its Committees every second year.
