Society was given constant ssurances that if it permitted the use of Nuclear Materials the materials would be isolated and handled with utmost care to protect human life. This is clearly being eroded and disrefardes with the proposed regulations The entire scection 2.4 should be deleted. In order to maintain any credibility the reliance on the "precautionary principle" should be the underlying yardstick by which the pronouncements on guidelines for "other people" to live by sould always estimate in a very conservative and cautious manner to limit individual exposures.
There basically is no really safe limit and cumulative exposures are growing, not something that industry can assume only entitles them to push for even greater exposures.
