Abstract - This report reviews nonstochastic biological and health effects of ionizing radiation, with particular reference to their implications for dose limits in radiation protection. It considers the definition of nonstochastic effects and the biology of the response, with particular emphasis on detriment and on differences between different tissues, so as to determine the compatibility between these factors and current understanding of ICRP recommendations. For each particular tissue, the phenomenon most relevant for radiation protection is determined, while the possible interaction of stochastic and nonstochastic categories of response and its consequences for radiological protection is also considered.
